Annual Sewer Basin Rehabilitation On-Call Agreement - Amendment

Approve Amendment No. 1 to the agreement with BKF Engineers, Inc. for additional on-call sewer rehabilitation design services in an amount not to exceed $167,100 for a contract total of $667,100, establish a contingency fund of $16,000, and authorize the Public Works Director to execute the amendment in substantially the form presented and issue change orders within the contingency amount.

The City of San Mateo's (City) Annual Sanitary Sewer Rehabilitation Program proactively upgrades and rehabilitates aging sewer pipes. One area of the project, Basin D, includes areas south of State Route (SR) 92 and southwest of US 101, with a portion extending to the north side of SR 92. This work will ensure proper sewer operation and prevent leaks in Basin D that can lead to sanitary sewer overflows.

On May 15, 2017, City Council awarded an agreement for on-call design services not to exceed $500,000 to BKF Engineers, Inc. The current contract balance is $83,000. Amendment No. 1 expands investigative work of other basins associated with the Annual Sanitary Sewer Rehabilitation Program and provides engineering services during Basin D construction, anticipated to start in April 2019. Staff has determined that an additional $167,100 is needed to fund required sewer video inspections and services during construction.

Staff requests establishment of a contingency fund of $16,000, ten percent of the Amendment amount, to address any unknown risks or changes needed to complete this work. No contingency was established with the original agreement.
