Wastewater Treatment Plant Immediate Action Projects - Package II - Agreement

Approve an agreement with Myers & Sons Construction, LLC for construction of the Wastewater Treatment Plant Immediate Action Project - Package II in an amount not to exceed $6,340,000; establish a contingency fund of $634,000; and authorize the Public Works Director to execute the agreement in substantially the form presented and issue change orders within the contingency.

The Clean Water Program includes improvements to the wastewater treatment plant (WWTP) to eliminate sanitary sewer overflows and unauthorized discharges. Immediate Action Projects provide rehabilitation to an aging WWTP facility with components dating back to the 1930's and 1950's. To maintain continuous WWTP operations in the event of single points of failure, additional solids processing equipment, piping, and controls are required. This construction package will install large diameter buried concrete pipe, a centrifuge, multiple pumping systems, and a sludge hopper, and includes sludge tank cleaning and other piping improvements.

In accordance with Municipal Code section 3.60.030, a competitive public process was used to obtain bids for this service. A Notice Inviting Sealed Proposals and Bidding Documents was issued to advertise the project on September 16, 2018. Bids were received and opened on October 19, 2018, with the following results:
